Vi lever i en allt mer internationaliserad och globaliserad värld. Detta har lett till att skatteregleringar inte har hängt med, vilket i sin tur har öppnat vägar för skatteundandraganden och skatteflykt. För att stoppa detta gav G20-länderna i uppdrag till OECD att ta fram en plan för att förhindra intäktsförflyttningar och därmed även erodering av länders skattebaser.
