År 2006 myntade Professor Juliet Stumpf vid Lewis and Clark Law School i Oregon i USA begreppet ”crimmigration”. När hon gjorde det, döpte hon också en juridisk utveckling som startade i mitten av 1980-talet i USA. Begreppet är en sammanslagning av orden ”criminal” och ”immigration” vilket är passande eftersom begreppet beskriver och uppmärksammar sammanslagningen av straffrätt och migrationsrätt.
